I. ORGANIZATIONAL BACKGROUND: BANDUNG CENTER FOR NEW MEDIA ARTS/COMMON ROOM NETWORKS FOUNDATION

Common Room is located in a residential house at Jl. Kyai Gede Utama
No.8, Bandung (West Java - Indonesia). Since 2003, a front room in this particular house is opened for various kind of activities that is organized by Bandung Center for New Media Arts and Klab Baca - Toko
Buku Kecil/TOBUCIL (both are established in 2001), as well as activities initiated by anyone who are interested to setting up their own programs in this particular place. Coincides under the same roof, both organizations decided to share this room for various activities and purposes, done by different group & individual who have different background and interest. This room became a multifunction room and thus named “Common Room” in year 2003.

Common Room becomes an anchor for both organizations and along with the increasing quantity of co-operations; a new structure emerged and developed in the Common Room. No longer a physical space, it is now a transit space facilitating both sides. It is a melting pot of many events. It enables the growth of new ideas and liberating discourse from its limitations. Program & Activities
Basically, most program in Common Room are being initiated by Bandung Center for New Media Arts and TOBUCIL, as well as anyone who are interested to set up their own activities in this particular place. We’re provide the space and technical support under the following condition:
- Self-initiative
- Sharing responsibilities
- Negotiation/dialogue/collaboration
- Public engagement
- Proper budget

A regular or non-regular activities that was initiated by the organization and/or other individual, group or institution includes:
- Research
- Exhibition
- Workshop
- Seminar
- Competition
- Publication
- Online Project
- Mailing list
- Etc.

Objective
• Encouraging the growth of independent local creative communities, in term of cultural, economic, social and political context, trough various activities such as discussion, documentation, workshop, research, exhibition and other regular or special programs. Up until now, the community development activities in Common Room was focusing on the field of visual arts, urban architecture, music, fashion, literature, new media and further study for urban culture. This point aims towards the development of independent civil society.

• Establishing a sustainable local creative community by providing facilities to support community programs. This notion also includes to develop a network of cooperation towards local, regional, and international civil communities and organization, for wider information access and to gain more knowledge; as well to open more possibilities in diverse cultural/ social/ political interaction, including to build economic opportunity to support local community program development.

• Facilitating a “neutral” space to bridging a dialogue and multidisciplinary cooperation through people to people connections, or network connection with other institution/communities within various cultural, economic, social (ethnic and religious groups) and political interests. This dialogue space will stand for working on certain negotiation, daily experience and knowledge exchange, as well as collaboration to achieve a common goal and opportunities for those who actively involved.

• Further knowledge dissemination to share working experience, assisted with critical comparison towards already existing theory or model of knowledge. Among other existing discourses that is intersects with various cultural practice/ knowledge that is being developed in Common Room at the moment were deeply engage with the areas bellow:

o Self Organized Societies in Indonesia

II. PROJECT BACKGROUND FOR ARTS NETWORK ASIA: PROJEKTHETEROLOGIA,

Projekt-Heterologia is a platform for creative experimentation and collaborative culture in the fields of media arts and digital culture. Initiated by Gustaff H. Iskandar in early 2007, this project is being facilitated by Bandung Center for New Media Arts/Common Room Networks Foundation in Bandung - Indonesia. Working primarily in the local context, Projekt-Heterologia embrace cultural diversity and creative freedom both in local and global milieu. This project will also involves various individuals/communities with diverse background and expertise; combining the using of old & new media, analog & digital device, formal & informal approach, as well as structured & intuitive working process.

As part of Common Room Networks Foundation program scheme for
2007 – 2008, Projekt-Heterologia stands to encourage the development of media arts & multidisciplinary artistic practice in Indonesia, besides as part of an on going project that explores cultural diversity both in local and global context. Furthermore, this project will also nurturing the birth of new talent & creative resource that will enable the growth of the new creative scene in Bandung, that is applied by providing an open platform for collaboration and learning process within a mobile and flexible institution that work in any given situation to explore possibilities in Indonesia's media-scape. Beside artist, designer & computer programmer, this project will also open for public participation to reach wider audience and having more diverse creative environment.

The program for 2007 will consist of various projects & activities, starting from exhibition, lab experimentation, discussion, workshop & performances. As one of its main output, Projekt-Heterologia will also facilitate the development of Portable.MediaLab that will function as a mobile laboratory. This mobile laboratory will allow project participants to interact with the audience in the public sphere. Besides series of presentation, Portable.MediaLab will also host a public program such as DIY Media Workshop, Video Screening, Music Performance, etc. The main principle of Portable.MediaLab is to collect & share information in order to develop network of creative resources/knowledge in the public domain. All document & material from Projekt-Heterologia will be released in an online & off line publication.

III. PROJECT/PROGRAM PLAN FOR PROJEKT-HETEROLOGIA 2007 – 2008

Portable.Medialab
This media lab is dedicated to host several projects & activities in the public sphere, in order to develop network of creative resources/knowledge in the public domain. Portable.Medialab program & activities consist of:

• DIY Media Workshop: Short training on ‘how to’ produce/distribute information & knowledge with simple medium and technology that embedded in our daily life & surroundings. (ZINE, podcasting, blogging, etc.)

• Video Screening: Showing wide range of video works, started from music videos, short films, experimental videos, etc. This program will engage local video artists, besides showing some works from regional and international artist/film producer.

• Live Performance: Street music/sound/visual performance that present some work from young artists/collective.

Open Source Lab & Experimental Session
This program will be hosted by Gustaff H. Iskandar (Bandung Center for New Media Arts/Common Room Networks Foundation) & Andi Sugandi (KLUB - Klub Linux Bandung). As an experimental session, this program will involve local/regional artist & computer programmer to work with open source software to produce some works (digital imaging, sound & video/multimedia). There will be a public presentation (exhibition/performance/discussion) and workshop that introduce the utilization of open source software computing platform for creative activities to the public in general.

Residency Program & Open Studio
This 3 weeks residency program will be open for regional artist from Southeast Asia Region. Participant of this program will be expected to do a program such as research, individual/collaborative project, workshop, lecture program, etc, in the domain of electronic arts and media culture in general.

Nu-Substance Festival 2007 (Festival for Electronic Arts & Media Culture)
This festival was initiated in early 2007 and will be executed as three monthly events, within different program and events, started from exhibition, workshop, music concert, etc.

The first session of Nu-Substance Festival 2007 were held in last February and being initiated by Bandung Center for New Media Arts/Common Room Networks Foundation & Centre Culturel FranÁais de Bandung (CCF Bandung). The program consist experimental music instrument exhibition, open source music/sound recording workshop, VJ and digital music compositing workshop and electronic music concert.

The upcoming round will continually focus on open source software utilization & development, besides engaging other form of electronic arts and media expression, especially that is engage with various technology such as robotic, interface, RFID, virtual and surveillance technology.

Nu-Substance Radio Stream (Planned to started in April 2007) Weekly radio broadcasting program that focusing on the discussion about electronic arts and media culture in general. In collaboration with Prambors radio, this program will engage young listener and provide information/knowledge on electronic arts & media culture, both in theory and practice. The whole program will be recorded and distributed as a podcast that can be freely downloaded from the internet.

Intelligent Robot Competition
This is an annual competition program that is initiated by Klub Robot Bandung in year 2006, in collaboration with Common Room Networks Foundation. This program is dedicated to support further development on robotic technology and will be participated by students. This program will also equipped with DIY Robot Making program that can be participated by public in general.

Common Room Creative Challenge
This R & D program will involves public with particular knowledge & expertise to collaborate together in order to answer the challenge.

Cosmo Girl Creative Camp*
Workshop programs that focusing in multimedia blogging activities. Participated by youngster from various backgrounds, this program is being initiated by Common Room Networks Foundation in collaboration with Cosmo Girl Magazine Indonesia.

RFID Workshop
Part of Bricolabs Program 2007 (www.genericinfrastructures.com) in conjunction with Nu-Substance Festival 2007. In collaboration with Rob van Kranenburg from www.virtueelplatform.nl, this workshop will try to examine and anticipating the rise of emerging technologies, especially in the area of Ubicom, RFID, Cyber Space and Virtual Interactivity. Artist, Policy Maker, Computer Programmer, Dancer, Performer, Hacker, Designer, Architec, etc. are welcome.

Post Event Publication
The whole activities of Projekt-Heterologia will be published in the form of online blog, audio CD, DVD-ROM and book that is plan to be released in December 2007/ early 2008. Further information will be released after we executed the whole program.
